Hold an Executive Review from an external packet

FLAGSHIP RECIPE — executive-review-from-packet

1. GET /api/v1/me — confirm permissions and AI budget.
2. POST /api/v1/documents — upload exports. Expect extraction_status pending.
3. Optional PATCH /api/v1/kpis/checkin
4. POST /api/v1/meetings with Idempotency-Key and JSON: {"meeting_type":"executive_review","statements":"...","questions":["..."],"desired_outcomes":"..."} desired_outcomes is a string. questions is an array of strings. There is no background field.
5. GET /api/v1/meetings/{id}/poll until status is pending_approval and minutes exist. Status may pass through materials_processing and packet_building.
6. GET /api/v1/meetings/{id}/minutes and GET /api/v1/actions
7. Report to the human. POST .../approve-minutes only if they asked you to approve. Files may purge after complete.

Do not auto-approve. Live meetings stall without chair handlers — prefer Executive Review when acting on the user's behalf.
